Edward W. Dwyer co-founded the law firm of HODGE & DWYER in 1991, and practices environmental law. Mr. Dwyer utilizes his litigation experience in representing clients of the firm in various cases before federal, state and administrative tribunals. He defends business and individuals in environmental enforcement actions brought by governmental agencies and private citizens. Mr. Dwyer also represents plaintiffs and defendants in private actions concerning environmental contamination. He appears for regulated entities in administrative hearings and appeals concerning environmental regulations, permits and orders.

Mr. Dwyer counsels clients in environmental issues dealing with property and asset transactions. He assists in investigating or disclosing environmental matters and addressing environmental issues in transaction agreements. Beyond the transactional context, Mr. Dwyer consults with clients in all aspects of environmental conditions of property, particularly with respect to remediation. He also assists in a wide range of compliance and litigation matters concerning underground storage tanks.

Prior to private practice, Mr. Dwyer served as an Assistant Attorney General in the Office of the Illinois Attorney General. In the General Law Division, Mr. Dwyer represented state agencies and employees in administrative proceedings, and acted as trial counsel in both state and federal court litigation. While assigned to the Environmental Control Division, he represented the Illinois Environmental Protection Agency in settlement negotiations, prosecutions and appeals in state court and before the Illinois Pollution Control Board.

From 1976 until 1980, Mr. Dwyer served in the United States Navy. After training as a Russian linguist at the Defense Language Institute in Monterey, California, he was stationed at the U. S. Naval Base, Rota, Spain and the National Security Agency, Ft. Meade, Maryland. Upon earning a Bachelor of Arts degree in history from the University of Arizona, Tucson in 1982, Mr. Dwyer pursued graduate studies in business administration at George Williams College. He was awarded his Juris Doctor degree from the Southern Illinois University School of Law in 1987. Mr. Dwyer hails from the Chicago area.

Mr. Dwyer is admitted to the bars of the State of Illinois and U.S. District Courts for the Central and Southern Districts of Illinois; U.S. District Court for the Northern District of Illinois, including Trial Bar; and the U. S. Court of Appeals, Seventh Circuit. He is a member of the Sangamon County Bar Association, Illinois State Bar Association and its Environmental Law Section.
